They are the taxiboats that transport the Suez "crew" to and from the ships. They are "catching a ride" on the ships talewave. Some law in Egypt that say every ship must allow some local "crew" to come onboard if they want, during the passage through the canal. That is why most ships today have dedicated Suez cabins, that only has door directly out on deck. Mostly salesmen that bring some rugs and other cutlery to sell to the crew.
