Kenyan leaders negotiated a terrible deal for the country, Kenya ended up with outdated trains and expensive trucks while corrupt leaders filled their pockets with Kenyans footing the bill. Good projects though.
China has done great for Africa. The infrastructure network development is something the West always tried to stifle because you lack critical infrastructure you remain poor.

Debt itself is not bad. Borrowing to build infrastructure so a country like Kenya can start to grow is fundamentally different from borrowing to buy a TV so you can sit on the sofa to do nothing. It depends on what you borrow the money for. Here in US we borrow to pay interest of our debt, meanwhile the road bridge and subway remain in tatters.
