If we're being honest the A's having a franchise record breaking contract isn't very difficult since they had the lowest bar to pass than any of the other 29 teams. Example if you want the $70 million at the start of this season, your team payroll would have to be $140 million. You want to be cheap and pay $30 million, the league gives you $15 million. Unspent revenue sharing goes into a players’ union fund to go after owners who don’t spend enough to keep a competitive team; perhaps as a way to find new owners to replace the bad ones who don’t want to spend. The sum of what revenue sharing is could be a part of winter meetings, so all owners know how much they need to spend to get their full share, and still have plenty of time to hit that goal.
