I like the second one. Looks the same as the first but it is cheaper and it has two T.V.’s. Cheap rent and clean.👍

15k for 38 sq meters sounds high. It is why I like the older condos; bigger for less.
Rent prices are creeping up in Chiang Mai I've noticed, I would guess you could get this place for around 13k.
