Use a 5/8" 6point socket to take blade. I have this same mower and it takes about 1/2 Qt. of oil. Return the blade after you sharpen it and it rotates Counter Clock Wise.
I just replaced the governor on my 18 hp, Briggs, vertical shaft. I found fnaguitarplayer9 You Tube video's really helpful. It's a lot of work, but, not difficult to do. good luck.

That's not an easy job. Gotta pull the whole engine off and remove the sump cover.
Danny Henson are you sure it’s bad? did you adjust it correctly? Replacement is quite the job.
