Because, I just realized that it's basically a 15 year old Eva calling out Magaldi's hypocrisy in saying Eva's too young for the city but not too young to have sex with him.

I’m from lovely BA, most of my family and their friends lived there from WW2 to 1976, and sure as hell I never heard one single person refer to BA as “the Big Apple”. For us, it’s just Baires, or La Ciudad (“The City”). Big Apple here seems to be a wink to NYC, where this musical just rocked.
I think she meant it as a big city (like New York) - it's true that nobody calls it the big apple. Another related horror is the line "beautiful town, I love you" in "Buenos Aires". It was not a town, it was the capital of Argentina and one of the biggest cities in the continent, with almost 2.5 million inhabitants (I assume the word "city" didn't just fit into the metrics of the song)
