I thought we can sign out to switch local phone Apple ID's w/o loosing local photos & saved files. Such as having a personal and work ID. I don't use iCloud for photos / videos anyway. Saved to Mac Pro local drive. Not because it isn't good (it's brilliant) It just fills up too fast.
I just need to create my new personal Apple ID but will my Apple Card & time payments be tied to work acc if that's how I opened it?

Yep, as long as you're just changing the email and not deleting and setting up a new account.
