The charger gm uses is called the EL-49642 SPS Programming Support Tool produced by midtronics. Its a low ripple charger outputting up to 80 amps at exactly 13.5 volts. Its also common the green neon bulb that's inside the on/off rocker switch burns out but the unit works normally. Every reprogramming procedure gm has involves connecting this tool to the vehicle. It is also important to not use a wi-fi connection during programming. If the internet drops out or the router does something dumb, youll have a bricked module. Sometimes, if one goes back through the programming and selects "replace and reprogram" theres a chance to unbrick the module.
Use to be a service tech for gm. Still have access to gm service info.

Interesting video and glad you're not performing any update on a customer's vehicle with that tool. Any spike (battery draw that is network controlled) will never be handled by a "jump pack". A power supply (we use a 90 Amp floating version) will handle the load all day long and keep the network active providing the 120V AC supply is intact.
Interesting take on your problem though and the admission becomes the learning lesson. Good luck on future problems and programming updates.

Great info in your vids! Thank you! So I just had the same issue you had where I tried to replace and program and ECM from salvage using SPS and kicked out at 50% with E4491/E4423. I can recreate this consistently if the ECM I am trying to program has the same calibration version on it as I am trying to program onto it, but needing to change VIN requires this process to complete. If I use HP tuners and put a very different calibration for entirely different engine on it then SPS will go ahead and program to it with the new VIN. Still I am in search for a solution to get SPS to change VIN on an ECM with same calibration, not using HP tuners...

I'm still watching the video but I'm watching as my own car needs a new ECM before my mechanic can see if there's anything else wrong with it (I actually think this is the only issue with it, though). I bought a new one months ago but swapped the battery as well to a newer one just to see if that too helped. I charged it via my mom's SUV for about an hour and left it on the charging cables as I began the steps of programming the ECM to my car.
My 2004 Saturn L300 takes three ten minute cycles to program the ECM to the car. Cycles 1 and 2 were perfect, the displays came on and the gas guage moved (the gas guage has had issues where it sometimes won't move). Everything looked positive until that third cycle. On that one, a few displays came on but it was weakly lit and the gas guage never moved, nor did any of the guages. I turned the key to off and removed it, waited about ten seconds, then tried it again. This time, absolutely nada. Third time, nada.
My mom wasn't able to keep waiting around after this and I haven't solicited her help since as she can be quite busy. I tried swapping back to the old ECM out of desperation but that of course did nothing.
So, here I am today, having ordered another ECM. I can't seem to find the answer online as to if a programming attempt is only good once and then must be reprogrammed yet again or if so long it's for the same car, you can attempt it several times. I figured I'd just be on the safe side.
But! Your video here mentions GM had specific instructions on how to maintain power to the battery during this and I think my mom charging my car battery simultaneously was a no-no. Not only that, maybe it didn't have enough power after about an hour and a half anyways to finish the process. I'll have my mechanic do the process instead since they'll have more equipment on hand but it's nice to see where I may have gone wrong.
