That was for photo evidences to give out tickets.
The reason they park there is to park.. they know they will get a fine but it is cheaper than parking... also the fine to these people is about 10 minutes work to them... complete waste of time. The food they are eating In The Clarence is probably 10 times more expensive than the ticket...

This happend also in a street in Oslo. They decided to put up a new sign where the car gets towed instead of a ticket. After that no supercars was parked there anymore :D its more hassle..
