I always viewed fusion as all aspects of a relationship including sex. It's like sexuality, sexuality does include sex but it isn't all about sex. Opal is Amethyst and Pearl's combative relationship with the two of them not really getting along so Opal doesn't come about often, Garnet is the seemingly perfect relationship where two people are always together but never apart, Sugilite is the Primal relationship and is meant to be sexual with that being toxic in the end since it was like an addiction, Sardonyx is a relationship under false pretense where one party i tricked into being with the other, Malachite is clearly an abusive toxic relationship, The steven fusions are the familial bonds he created with the gem and same with Steg, Stevonnie is a new awkward relationship that is new weird and amazing, Alexandrite is the incomplete relationship between the gems now that they are missing Rose who bring them together, and then there is Obsidian that i the embodiment of the Crystal Gems in all its glory. You could even extend this to the shard fusions with them being in a forced relationship and are basically rape in a way. There is also the Cluster which is a relationship forged out of the shared trauma the gems have like a support group. I might be over thinking it but this feel like what was intended when each fusion was first introduced.
