Long story short, use the old incandescent bulbs whenever possible, because they are healthier for you. Especially use in lamps near your head, i.e. bedrooom, next to couches, etc.
While I cannot say that I have found any compelling data about the "dirty electricity", there is evidence that infrared spectrum has advantages to humans (sun, warm light from fire, candles etc). Would be nice to see some discussion of the use of incandescent and halogen light bulbs in relation to infrared's benefits.
Do you still get the dirty electricity even while the light bulb is off? I live in an apartment and I can't change the bulbs unfortunately, if I leave those lights off and use incandescent in a lamp would I cut down the emf and dirty electricty?
Just curious, with incandescent light blubs is there a particular colour or level or brightness that is beneficial for heath. For example, is there a colour which would be appropriate for the bedroom, bathroom, kitchen and work/study room
