My take on this is, you should only use blessed ores on +11 up because they are so expensive. Yes, he is also right about the +8 going down to +7 or the worst-case scenario to +6. That is why the best strategy is to gather up as much Ori/Elu as you can and refine to +9 without using blessed ores. +8 to +9 is a 25% success rate and that rate is not bad at all.
