The Leader had many roles in the Incredible Hulk comics such as forming the Intelligencia with MODOK by turning Thunderbolt Ross into The Red Hulk, And Manipulating the events of Immortal Hulk by attempting to gain the power of the One Below All in the Below Place.
Only Peter David wrote him well. He should have stayed dead after The Hulk #400. Writers have made him too convoluted since (What is his motivation now, anyway?).
Samson's quote is wrong now. Hulk can keep getting stronger, theoretically infinitely strong, if he gets angrier an infinite number of times. The Leader can never get bright enough to overcome his arrogance that makes him arrogance-style stupid.
The leaders most brilliant moment in my mind is when he screwed over Mephisto in one of his "deal with the devil" ploys. Write up a contract, had it notarized by Deadpool, and included clauses such as no retribution for any actions related to the deal being completed in full (important because while Mephisto got his throne in hell back, he also had to immediately fight an army of angels afterwards). While characters like Ghost Rider and Doctor Doom usually have to fight legions of demons to get one over on the devil, this man did it with the stroke of a pen. 😂
