Since you only watched around 200 some episodes, the “grandpa” thing won’t reveal until episode 300 something, so they( or Oda, the author of original manga) decide to reveal Garp’s identity very early on, so he can show up more in the live action series.
Because it happens offscreen, no one wants to trust that Kuina actually slipped on a wet staircase while on the way from sharpening her sword and wants to make theories about it. But you picked up on the most important part: Kuina’s death *was* totally random and far too soon. Which makes their promise even stronger, knowing that someone he thought would always be better than him (who turned out to have the same fears and insecurity as him) and could be respected and admired by the whole world as much as he does, could work hard everyday and still lose it all at any moment for any reason, or no reason whatsoever.
You didn't forget anything, we don't learn Garp is Luffy's Grandpa until WAY later in the series (maybe around the 300s). The exact arc is post Enies Lobby.

In the anime/manga the great reveal about Garp being Luffy's grandpa comes after the Enies Lobby arc so in around 300 + episodes of the anime or probably ~ volume 44 of the manga and that is very far into the story. More information about Luffy's family is revealed very slowly and there is a good reason for that. I don't think it was a good idea for this to happen so soon.
If someone have a devil fruit, it's announced like for Buggy. Here, Kuro have an another power which gonna be explain for an another character in an another season. Grandpa appear in many Arc later in the Manga/anime but here it's good to make it appear (his statut) in the Live Action.
Another “Devil Fruit test” besides the powers being announced and named is that the power is something physically impossible, like transforming the body in a way you wouldn’t survive otherwise or influencing the environment in supernatural ways (X-Men; Airbender.) Enhanced but otherwise normal human characteristics like speed, (Kuro) strength&reflexes, (Garp & Zoro), or feats of willpower like Shanks convincing the Sea King to GET LOST are [SOMETHING ELSE] which is connected more to training/experience and willpower than anything magical.
