It seems to me that he had psychopathic tendencies as he appears to be oblivious to the suffering or emotions of those around him even his own wife; most people associate being a psychopath with being a serial killer but there are different levels of psychopathic behaviour. To break a young child`s legs, set people on fire while they sleep for a laugh and be totally unfazed by their suffering is definitely a sign something is wrong with him. Also associated with this sort of beaviour is fearlessness and narcissism and Billington was certainly both of those in his life. Of course he could have been blagging and playing up to the reputation he had.
