I think the narrator did mean up to 7" talon. This is a quote from the San Diego Zoo website:
"The harpy eagle's legs can be as thick as a small child's wrist, and its curved, back talons are larger than grizzly bear claws at 5 inches (13 centimeters) long!"
So I doubt the narrator meant the whole foot was 7". There's a picture if you Google it and you can see that the Harpy fingernail is longer than the Grizzly nail

This is honestly a beautiful video. It shows that catching and preying on an essentially harmless looking creature completes the circle of nature not by hunting for itself, but by hunting for a food source to feed the young of an already beautiful species of raptor. Long live the Harpy.

I heard on one show they said it has a 4 meter wing span. That doesn't sound too bad . . . . . . until you convert it to about 13 feet!
I don't know what show you were watching, but that is nowhere near accurate. Harpy eagles measure from 86.5-107 cm (2 ft 10 in-3 ft 6 in) long and have a wingspan of 176 to 224 cm (5 ft 9 in to 7 ft 4 in).
About 7-8 ft still big
