It just flips the elastic inside out a single time, so no. Unless you somehow manage to fold it really tight and thick then maybe, but otherwise there's too much slack on the elastic to actually do anything. That being said, if the folded underwear looks a bit round and you're worried about whether that will stretch the elastic, you can run a finger beneath the elastic to each side of the fold to tug a little more of the elastic out of the fold for more give. If you can press the underwear and the shape is now flat instead of round/roll-like, then the elastic is now the exact same length as it was before you flipped it so there shouldn't be any stretching.
