This is the first I've ever heard of the dining room greeters letting anyone in after the start time + 15 minute grace for traditional dining. My only theory is that there's just the one huge dining room. By comparison, Carnival has separate dining rooms for traditional and anytime dining.
I've been on this ship and did anytime dining once because I wanted to explore as many options as possible.
