I have a 1934 Royal 10 with damaged paint and rusty “chrome” how should I go about restoring this.

Wash the paint, be careful of any decals or pin striping, repaint would be a monumental task, but new decal are available.
Not much you can do with chrome, wire brush, sand with emery cloth, re-chrome
look up Rebel Typewriter, Thom Cholowski
