This could be a new method for black-hat SEO
so, google wants people to comment on an article without clicking the link and actually going to the page and read it. this would make sense if it was a message to the writer of the article which only the writer can see. This way, it is just a competition spam tool. 999 spams and maybe 1-2 actual "note"
We'll see, I suppose. Yet it seems like it could be pretty helpful too. And I can't help but think it might be a place where a dislike/👎 button would be useful! As I said, we'll see.... 😎✌️

Dream on. With so much at stake and these notes being visible next to the websites listed in the search results, it will get spammed big time. Competitors will be falling over themselves to leave negative notes. I can see a whole new cottage industry of businesses selling services offering fake notes. Google will be happy though; users will spend more time on Google and will see more ads, making G more $$$.
