Normal Ryu seems noticeably faster than evil Ryu in this game, his unique normals and walk speed seem faster but I don't know if it's just my imagination.
I know Evil Ryu has faster fireballs but I think regular Ryu has him beat in some areas.

His fireball is crazy. It starts one frame faster than Guile's and recovers one frame slower. Keep in mind this is a motion fireball too!
