When you painted the plastic. Was it just Black paint or did you sand it Down and Then primer ??
First cleaning with Nitro thinner, then sanding and primer. 10 min. wait for the primer to work and then you can paint. Good luck with the works.

Do not use coarse sandpaper. I used Scotch-Brite Hand Pad - gray
