Looking back on these mods, it's honestly insane to think how different HL2 is from the original game. I don't think anyone could have expected that the sequel to a 1950s-esque sci-fi story about aliens from another world invading a government facility amidst a military cover-up would be followed up by a game that's essentially a mashup of Star Wars and 1984. I love it lol.
Years after both games released, I just can't take HL2 seriously. The settings and styles of the two games clash so hard, they might as well be two different franchises.

I think the reason the Gman is referred to as "The Administrator" in this mod is because at the time of Half-Life 1's release everyone assumed that Gman was the Administrator for Black Mesa according to one of the earlier drafts for Half-Life during development, but then that was changed when Valve started working on Half-Life 2 thus leading to Breen being the Administrator and Gman being whatever he's supposed to be.
The fact so many of these mods have third-person cutscenes doesn't really surprise me. I mean, this was around the new millennium, when FPS games were still trying find their footing. And cutscenes just weren't as commonplace back then as they are now. So it's no wonder people took Half-Life's lack of cutscenes more as a necessity or consequence of being an early FPS game rather than being 100% intentional. Heck, even then, the game DOES have cutscenes, like when the marines drag you away, and even Half-Life 2 has the G-Man intermissions.
Fancy meeting you here! xD But the scene in HL1 where the marines are dragging Gordon isn't technically a cutscene, since you're still in-character as Gordon, and your POV is Gordon's POV. HL2 did this as well in those moments when control is taken away from you (teleporter scene in Kleiner's lab, the pod ride to Breen's office in the Citadel) - you're still Gordon the whole way, just can't move. And while the G-Man parts are indeed more cutscene than actual gameplay (especially the very first one, the "rise and shine, mr. Freeman" one), they're still kept in-character for Gordon. In these mods, meanwhile, the cutscenes do flybys and pan around the map, changing the POV.
I feel like it probably had more to do with how much more difficult it is to do them as scripted moments in game. You need to design the environment in a way that orients the player to be looking at the point of interest and ensure that the npc can hit their marks even if the player gets in the way without the voice de-synchronising or getting cut off by the next clip due to getting pushed along their path by the player quicker than intended and you also need the player to be able to progress and not soft lock the game if they shoot the npcs. Valve had loads of playtesting to ensure that the game remained stable and that the delivery was not screwed up, but modders didn't have that privilege. Half Life is also designed in a way that's really unique. Literally every time you enter an area you trigger a script that plays out a scene that only changes when you interrupt it by alerting an enemy or killing something or pushing a button. Every time you see different factions fighting each other and you don't intervene the actions they perform will be identical because it's all just playing back a script. Every single room is curated with the enemies moving to strategically logical positions based on where the player is in the room. Soldiers take cover because the developers have placed a thing on the ground that tells them to move to individually set points in the room that cut off your line of sight from that vantage point, not because the game is capable of making those decisions on the fly. It's a massive amount of work to make that illusion work and beyond that the AI is basically nonexistent. Expecting a mod to follow those design principles for every single cutscene and combat encounter is a big ask, and that's assuming that they know that Valve built the game that way. Making these scenes play out as cutscenes makes them inherently much more stable than if the player retained control over their own movements and actions.

The lack of alien enemies seems to be intentional, as it's a different facility that wasn’t affected by the Resonance Cascade. It was before people found out about the Portal storms. They get re-introduced right AFTER Hazard quit the mod.
I love the part where the soldiers show up and kill a scientist next to you because there I think "oh no, I have no weapons so I'm in danger for real" also the armor system seems to be taken from the game SiN, which was made with one of the quake engines as well, I think it was quake 2.
