Old sitcoms were shot largely using 35mm. Movies even "larger", in full format not mm number. If you were to play them directly, the resolution is much better than today's 1080p. Kinescope technology is what made the images "bad". It was a copy of a copy. The problem now is finding the originals to translate over. With 3 camera sitcom shoots, you had multiple cameras to manually splice. And thats why they used kinescope. Quintin Tarantino is a big advocate for still using large format film instead of digital. In fact for "The Hateful Eight" he would choose select theaters to convert over to the older full format projectors so you could view it in full full-frame.

Ehnnn..maybe..maybe not. This kind of crime was prevalent in the 70s. (hostages, hijackings, demands for airplanes etc etc...)
Dog Day was a reflection of that time. This episode may have been independently a reflection of it too. Not too mention the countless other films and TV episodes with this type of scenario.

The absolute best time to be a street-level police officer in the United States would have been between 1965 and 2000, with the "prime rib" of those years being 1972 to 1992. Earlier if you think suspects need some time getting a massage with a hose, a bright light, and no lawyer. I mean, not judging. Best to have retirement before 2015 or so, but with at least a decent amount of time in command ranks (LT/CAPT/CDR), maybe semi-retirement as a rural police chief.
This time frame is when police tactics evolved greatly, the action was more black-and-white, a level of "street justice" could be applied over an arrest or citation, officers had more independence, and were of generally better quality. It's also when things were becoming more violent, but, police were permitted more leeway in dealing with it - everything from special units with special tactics, to under cover work, and outright "dirtier play" than the criminals.
