Yes you can do but usually in PPPoE mode IP provided by ISP is in dynamic mode so accessing your device remotely will work until the router is running on the same IP.
You have mixed multiple questions in 1. Ok, so your IP Cameras will connect with PoE switch and that switch will connect with your NVR's and Router. Set your NVR and Cameras IP in router IP series then add all cameras in NVR. Once all the said activity done then access your NVR through Public static or Cloud service in your mobile from anywhere.
Solution 1:- Without computer aap ek hi screen pe same time 2 DVR/NVR nahi dekh sakte. Solution 2:- HDMI/VGA splitter use kar lo fir dono ko one by one ek hi display pe dekh sakte ho.
same cameras 2 NVR me add ho jayenge wo to normal process hai but same cameras ko 2 NVR me add karne se recording stable nahi rahti, maximum cases me aapko recording lost hone ke chances rahenge.
Ok, NVR & Cameras dono ko ek hi series ip assign kar do Ex NVR 1- 192.168.1.2 NVR 2- 192.168.1.3 care cameras ko 192.168.1.4,5,6......so on Jab ye ho jayega to jo v cameras aap NVR 1 me add karna chahte ho add kar lo, same in next NVR.

You can not store data on DVR/NVR from remote locations but if you use CMS/VMS software then you can store data in computer.

Change the default ports like 80 to 81, 443 to 444 and 8000 to 8001 if any other then do the same.

You can't viwe 2 NVR on single screen at one time.you can go for PC monitoring software so that you can view 2 NVRs together.
