Honestly coolers like this is all you need and compete with any cooler out there. The expensive coolers have 2 fans so just add another fan. The expensive coolers have higher rpm fans so just add higher rpm fans. Just buy one of the, I recommend the Gammaxx personally, add a fan, increase your towers fans speeds & you'll get the best temps possible. Do not waste your money on high end heat sinks & if you want a liquid cooler get that but keep in mind they do require a lot of maintenance & if they fail it could be really bad. Not to mention they cost a lot.
Easily. I have similar cooler with my 1700X (8 cores, 14 nm) and it runs super cool 3.8 GHz @ 1.27 volts. No idea why 2nd gen 12 nm CPU with 2 fewer cores would perform worse, unless you want to go far above 4 GHz with it. 4.2 GHz should be possible, if you have good silicon quality.

You could definitely overclock it. Unfortunately I sold my 1600 AF recently so I can't currently test it.
