Sauron was weaker during the Third Age because he didn't have the One Ring, which contained most of his power. While it existed, it still supported existing enchantments such as those that bound the Nazgul or kept the tower of Barad-dur standing. But Sauron could not otherwise use it's power. This is likely why he hid inside of Barad-dur during the War of the Ring, because he had already been defeated by Gil-galad and Elendil even when he still had the Ring. Without it, he might very well have fallen to any sufficiently strong opponents.

Melkor was said to be the greatest of the Valar, and any of the Maiar were by definition less than a Valar. Apparently, as Morgoth his power was diluted over time or dispersed into his various offensive and defensive forces. In the beginning, he was the most powerful being in Arda.
What was Ungoliant? Wasn't she also a spirit from outside Arda as were the Maiar? Ungoliant, full of the energy of the Two Trees, would have slain nearly undiluted Morgoth had he not been aided by multiple balrogs.
Sauron did not increase his power by making the One Ring. He might have extended the range of his power by gaining remote control of others, but if anything, that constituted a dilution or dispersal of his local strength. The ring didn't save Sauron when he was slain while wearing it by Elendil and Gil-galad, lesser beings than the Maiar. Also, the ring had no power over Bombadil, who - whatever he was - thereby must have been at least as powerful as a strong Maiar.
Even before making the ring, Sauron was defeated by Huan together with Luthien, both powerful beings that might be mentioned as akin to Maiar. (But note that Luthien later bested Morgoth himself.) Sauron was also humbled into surrender to Ar-Pharazon, a man.
All considered, Sauron was not presented to be as powerful as Morgoth.

Sauron (Who's name as maia was Mairon, meaning _"The Admirable"_ ) is referred to be the most powerful of Maia, just as powerful as Eönwe. And similar in power to Osse or Melian but perhaps slightly more powerful. Sauron was considered "The Highest of the Smiths of the House of Aulë", and was the highest Maia in his service.

Sauron is NOT told being the greatest Maia in any Tolkien source... the only thing we know is that he was of a "higher order" than the Istari before they were sent to Middle Earth (and allegedly, considered in their original and not restrained form). This leaves room to several Maiar, and at least, Eönwë is the mightiest as the "greatest in arms in Arda", but I think there are others who also were more powerful : Ossë, Arien and Melian I agree, and we could add Thorondor although it is not sure whether he is Maia, given he battled Ancalagon alongside Eärendil, which is just crazy af...

Sauron was on par with the strongest Maia like Eonwe, Illmare, Osse, Gothmog, or Melian before he made the One ring. Afterwards, he became greater in might than Morgoth, a literal Vala at the end of the 1st Age. So, when he had the ring, I'd say he was the strongest Maia.

I think the problem is wether its about raw strength or power. And power against who. I see Sauron as the most versitale Maia, givning a lot of option to control being of less power then him. All the powers of the one ring is unknown, but one of its powers was to control beings of great power, but still lesser then Sauron. I think Sauron would loose in a battle to most, perhaps all of the maias mentioned, because they are stronger, or has powers giving them a big advantage in battle.
Tolkien never defined power. I strength was equal to power then Tulkas would be the moster powerful Vala.

Sauron was never in any circumstance more powerful than Morgoth Ever. Its stated in the Silmarillion that he might have been more efficient . Every Maia, apart from the Istari, that is mentioned in this video is more powerful than Sauron, even with the one ring, if not at arms, they would defeat him in songs of power.
You are simply wrong in this matter, fractally wrong, so wrong that the wrongness would defeat Sauron =)

Sauron was the most powerful maia to exist. Maybe not in physical strength but he was far more versatile, and once he made the ring no maia could come close. His ability to forge and his mastery of manipulation and tactics were not matched by anyone else.
