The only time it could be slightly effective, is when you are up multiple scores and trying to waste clock. Even then, time and time again teams will stick to the drag, slant, or out routes and immediately get out of bounds. Negating majority of a prevent defense time wasting efforts. Especially in college when the clock stop no matter what for a first down.
