But if product is sold to delhi, why delhi is getting benefit of tax instead paying to the seller state?

Sir, as a Works Contractor I have a carry forward of ITC and TDS of Rs. 25 Lakhs. after implementation of GST will this amount allowed as ITC? will ITC be allowed to carry fwd? or refund will be granted ?
