Is there a minimum coil resistance? I built a 27cm diameter coil with 23 turns of 0.7mm wire and the resistance is only about 0.9 or 1 Ohm. Is this too low?

The coil resistance should be around 1 ohm, so your coil is good

You need to experiment. I suggest you start with 20 windings first, and then you can increase
