The reason for this is that the ipad mini 2 or 3 have their last official apple updates as iPadOS 12.5.7 and if it is in the code to not update more than that version so it will not show major updates like iPadOS 17 Beta only if it was a version older like the guy in the video is using IOS 9 based on the app animation and slide to unlock which is still not the last software update the ipad was getting simple answer its impossible to do it based on the code and it should run IOS 9 to 11 to make it work BTW this is a theory that makes sense
So the device is not supposed to have ipados 17 it wont boot up like when i try to upgrade my Macbook pro late 2011 to MacOS Sonoma it will not boot up it will show the apple logo for 10 seconds and go away

And easier way, connect you ipad to to your mac and send into recovery mode, and update (DO NOT RESTORE) press uodate and just wait.

If you have $150 you can buy a like new iPhone XR off of straight talk! Not forcing you to upgrade but it is recommended if ur a kid, you can find a iPhone 7 for under $100 but seeing you’re using WhatsApp im guessing you’re a adult. If ur on a tight under 100 budget then I recommend a iPhone 7 with iOS 15! I hope I helped a little
