He is right, portraying Buggy without defaulting to Joker must've been really hard. Especially since the script kind of calls for a Joker take. But Jeff managed to bring his own nuance. He did not play Buggy as a psychotic villain. Instead he played Buggy as someone, who pretends to be a manic clown, but deep down is a brooding, neurotic and kind of a mundane person. It is easy to imagine Buggy doing ordinary stuff like shopping for food in a store, while it is hard to see Joker doing the same. Like how in Episode 2 Buggy's mask slips few times and he talks to Luffy in a serious, weathered way instead of laughing or screaming for the public. An excellent performance.
Jeff's Buggy has a lot of "disgruntled artist" energy too. He feels like a director on an ego trip, or a bad actor hogging the spotlight. You're so right that the masked mundanity is a really important part of his character, and these theatrical elements Jeff brought to his performance all service that idea really well. The theatrical bluster hiding his pouty and childish attitude and insecurity was the perfect way to make Buggy not feel like a Joker knockoff
Oh my god, the story about Iñaki incessantly yelling for his hat and interrupting Jeff Ward's villainous dialogue, thus annoying him, is so ridiculously on brand for both of their characters. Luffy obsessively protecting his hat while not giving a damn about whatever else is happening is so quintessentially One Piece.
I could imagine that, in this specific dynamic, annoying the shit out of Buggy's actor brings out an even better performance. It's just one more example of how well these actors understand their roles.
He definitely succeeded in having a unique take on Buggy- sly, brooding, desperate, and witty. He feels more like a con man than a clown and I really like that. Moreover, Joker you couldn’t imagine ever breaking character, but Buggy has a kind of pent up rage and resentment that he lets slip constantly. Kind of makes you feel bad for him, like he actually hates his situation in life, whereas Joker lives for his never ending game show.

In the manga and anime? No not really, Joker is intimidating and unhinged, buggy is more a well actual clown, he’s a veteran pirate with an interesting past, he’s surprisingly realistic but still has a dream.
