As this is not even into your settings my first thought is, that the cable is simple not connected. This can happen.
Otherwise its may damaged. If you Google deep enough im sure there are some tutorials how to check this.
But if it would be connected correctly it would be shown.

To answer your other question, your sensor hardware.
It depend on the phones software what happens if you remove hardware(like a SIM card, SD card, sensor,... .
Like if you remove your camera, your Phone still runs, as it is only a program which doesnt need to work to run the mobile phone. (If this rule is made by Devs)
Same for the sensor, you dont need him.
So on some way, there is a detection if the hardware(sensor) is connected.
If yes -> Show menu for a avaliable option
If not - > Dont show a menu for a option which isnt avaliable
