Detective Kevin Veilleux said the forgery ring began in 1996 with a single individual, David Voss, 51, allegedly making counterfeit paintings himself “before growing his organization into a full assembly line of painters.”

Crown v David Voss: Agreed Statement of Facts" - While David VOSS initially forged the artworks on his own, the operation grew to resemble an assembly line in which multiple painters assisted. The painters who were interviewed by the police, and other witnesses, described a process in which David VOSS would draw an outline of the composition in pencil and use letter coding for the colours to be applied; e.g. "G" for green, "B" for blue, "LR" for light red, and so on. The painters were paid to apply the paint in accordance with this "paint-by-numbers" process.
