No. The only camera I've tested so far with a live feed is the Camojojo Trace. I haven't done a video on it yet, but I have a written review at getoutdoorssouth.com/camojojo-trace-review/
The camera will still capture images without a cellular plan, it just won't send those images to your phone. You'll have to go pull the SD card to look at them.

Any updates
I just pulled the cams yesterday and will soon shoot a video with the results. Both cams did excellent.
