This was an office/home utility CPU when new. As long as Windows and common desktop applications tolerate 2C/2T, it is not dead. However its utility does not exceed the effort to pick one up!
Windows is a lot more bloated at this point. You can get away with something like Artix Linux for example but still, the internet is a bloated mess as well. I still use my computers, with different operating systems, from 2004-09-13 and 19 I can't say that I like the changes.

The only celeron I ever had was a Celeron 300A (running at 450MHz). The trouble with recent celerons is low cores, low clocks, low cache, low igpu. These things magnify into truly terrible performance. I also have an Athlon 200GE (2C/4T Vega3) on the shelf that would stomp all over this celeron. This Athlon also uses 8W of power. The iGPU in the 200GE is probably better than the CPU bottleneck on the celeron!
GTA V has this huge problem with cpu bottlenecks and it can have a very hard time loading ANYTHING in that is not 3ft in front of you, and can cause some serious stuttering. I know this because i used to have a athlon x4 950 aswell as a gtx 960, as you can imagine, the cpu was bottlenecked HARD and it caused major issues in games like gta v, bf4, mgs v, ace combat 7 ect. I got the same result in GTA5 when I degraded 3,4Ghz i3 2C4T to 2C. In wprime is only 25% slower (or 33% faster). Apparently windows don't know how to equally schedule threads for minimum delay and relays on HW scheduling. Some games which do work can be 50% slower and this slow down is not proportional to disabled mathematical hyper threading benefit.
I used to have the problems on GTA V with ground dissapearing. buildings not spawning and 100% usage even with a 2500k@4.7 ghz xD Guess GTA V doesn't like Sandy Bridge very much. Its worth noting that singleplayer ran ok tho, those issues came up in multiplayer mostly.

Rtx 3090 is the only card I see not bottlenecking this fast processor
I'm sure you'd get the same FPS with the CPU If this was paired with a GT 740 640 or GTX 650 or 750 or a GTX 460 and GTS 450
bottleneck , stuttering , teleport that's amazing !
I had this cpu from 2012 until a month ago when I changed it to an i5 3470. I paired it with a gt 1030 and it was horrible, I think it would have been a bottleneck even with a gt 710. I was using integrated graphics and barely let go 1080p video on TH-cam.
I played GTA 5 at 800x600 7fps
csgo 800x600 20-35fps
gta san andreas 1080p medium 50fps
I used Celeron G530 to play Call of Duty 5 back in the day.
