What is Zoning?

What is Zoning? In this video architect Jorge Fontan explains zoning in architecture, city planning, and real estate development. Zoning is a set of laws and regulations that regulate building use and bulk.
Zoning use determines what types of buildings can be built in what zoning districts creating commercial, residential, and manufacturing areas.
Zoning bulk regulates the shape and size of a building including height, floor area, separation between buildings, yards etc...

Question: Can we park in zone residential in Queens Richmond Hill inside the Lot frontage open space with 17ft from house front wall before sidewalk . My car 14 ft length will not encroach sidewalk and my Garage at the back of my house with 200ft. Can i park my car in open space within my lot property, no obstruction way in sidewalk and fire hydrant way to road?.
