I'd love to see an MCU version of Secret Empire: have Ross play a Clone of the OG Red Skull awakened in modern times. Evans returns to fight him, but he's actually Captain Hydra, aka, "Stevil". This could be as dark as Winter Soldier, with the Heroes helping Cap fight Red Skull, only to discover that Steve Rogers is even worse than Herr Schmidt.
This sounds like it could have been a fantastic Disney Plus series! This is one of the Captain America reports I’ve heard recently. Kevin Feige is always canceling the best projects now! I think it's time for him to step aside and retire. He had his bright moments, but I believe they were all in the past!
*Problem is: How does one come up with a confrontation between Steve Rogers and Red Skull that WILL be satisfactory within the confines of the story of Steve returning the infinity stones? If we follow Steve through returning all six stones, each one of those have to be interesting and then Red Skull becomes only 1/6 stories and will not have that much importance and whatever confrontation between the two will be about as meaningless as Wolverine v. Sabertooth in DP&W.Then, if you make the whole thing about just returning the infinity stone and confronting Red Skull, you might get a more satisfactory Steve v. Skull story (Not guaranteed though: You’d still would have to make Red Skull the sadistic threat to some world in order to do him justice and force Cap to end him in a satisfactory way!) but then we can already hear people complaining that we did not see what happened with returning the other stones; even if they explain that those were returned without a hitch, people will ask to see how did Steve interact with the ancient one when they met and stuff like that. So the only middle ground to those two is to somehow have Steve return the soul stone FIRST, for no good reason, and having that send Red Skull into a pursuit of Steve through space and time to prevent Steve from returning the stones, which doesn’t seem like a good story because Skull would always be behind Steve and get thwarted 6 times for nothing, or to have Red Skull steel all or some of the six stones from Steve from the start and Steve having to stop Skull from reeking havoc to the multiverse, which sounds like a rehash of the Thanos movie saga mixed in the Ultron saga from season 1 of What if…? (So, stale old concepts revisited!)* *… I fail to see how one makes a satisfactory ending to Red Skull and a Steve Rogers series out of any of that!? … Exercise in futility!*
Bringing back Chris Evans wouldn’t be cheap. Plus Red skull would take tons of CG. No way this happens (at least with a satisfactory result). I hate going backward. I prefer moving forward.

They could always do the series animated and use the voice actors from what if. To keep the budget down.
