Try watching on 1080p, or 360p if you can't do 1080. It's an issue on TH-cam's end that only affects quality levels other than those two. I've tried contacting TH-cam about it and made them aware of the issue a couple of months back, but haven't heard anything about a fix sadly. The video I sent them as an example (Nairo's first World of Light video) was later fixed, so it *is* possible for them to fix it. I'm hoping they can eventually apply that fix to all of the videos.
