Just out of curiosity, do you know if there's any studio footage from the making of the Heathen album? I swear to God, I saw some a long time ago on TH-cam. It was when Bowie had the long hair, John Lennon inspired look going on. I think I remember Gail Ann Dorsey in the video.
This could be a long post! I met Bowie in 2000 and spoke to him about Upstate NY. I talked about how beautiful it was, and he mentioned that he had friends in those areas. It turns out Gerry Leonard lived near Woodstock, and they recorded Heathen at Allaire Studios, in Upstate which is set on a mountaintop, and the artists live there while recording. It's breath-taking and a must see. Do a search, and you'll see what I mean. Those areas seem so natural, untouched, and very spiritual. Bowie never recorded in that type of setting and would get up at the crack of Dawn and write etc. Well one morning he watched a deer outside eating foliage and started the write the song "Heathen" he said the words just came out and there was no stopping it and he couldn't change a thing. There are no studio videos out as of now. I think what you most likely saw was his Hours sessions which are online and he did have the hair you mentioned.
