Yes the reason for that would be that the tea was still wet when it was bagged and it dried and hardened together just make sure the tea is completely dry before you bag it

I made a batch of Menthol Shower Steamers gave some to my son who for some reason, even after using them many times before, thought they were bath bombs and in the tub they went. He had the same experience with the coldness but his situation wasn't as bad because he didn't stay in to long. We laughed and he learned a valuable lesson about paying attention lol. Tfs!
