Only very heavy smoke would have the chance of conducting electricity, so this smoke would be of little concern. Same goes for steam, it would have to be highly concentrated. Unless the fire fighters were to direct the stream of water directly at the powerlines and maintain it there, there is an extremely unlikely for there to be an issue. We do get trained in this after all
There not using garden hoses their using high pressure hoses that are more manouvreble and use less water than larger bore hoses. So the water in the water tank lasts longer

We don't just fight fires we battle fatigue, it says this day was around 40 degrees plus the heat of the fire can really take a toll on a person wearing full gear
Im in the RFS and you will probably find that the power has been cut off for those particular reasons
