The changes in political system and economy already happened from 1985. USSR would have turned into democracy around 2000 if they continued with changes and kept this pace. And this turned out with obvious things - anto-communist revolutions in Eastern Europe, some of them even supported by USSR itself. Riots for liberarion and, at the end of it, democratization on govermental level.
The USSR was considered outdated, and they must have collapsed this union, creating new "Union of Souvereign Countries". It would have changed USSR status in "Federation", all republics would have been highly authonomous.
Every republic signed the creation of "USC", except Russia. At the 17th of March 1991 a voting has started. 76% of people voted for creation of USC. And it would have succeeded, but "August crisis" happened.
Pro-soviet politics started their own riots to keep rule and save USSR. But they failed. This riot was not really impressive - communists lost 1 armored vehicle and democrats lost 3 people. But its political purpose was huge. At the result of it, democracy got something like a final point.
After those riots, republics started to protest for their independence, and the result of it is the collapse of the USSR.
Collapse of the USSR is an interesting process, dating from 1988 to 26th of December 1991. I recommend you to read more about it.
