It makes sense that he would promise his sister, who worked in a brothel, not to frequent any brothels.
I'm pretty sure they intentionally only sent the younger warriors, leaving Pieck and Zeke behind. Children are easier to lie to, control, and manipulate. Someone who didn't gain their titan until adulthood, or closer to adulthood, is more likely to have their own ideals and possibly betray Marley while on enemy soil.
