- Ukraine is urgently appealing to its allies for more air defense supplies, as it struggles to fend off waves of Russian missile and drone strikes. The call comes in response to a renewed Russian assault on energy suppliers and infrastructure. A drone strike has destroyed one of Ukraine's major power plants.

It can always be a war crime..that's why NATO had to be cautious and go around telling people about how cautious they were.
There's criteria when it isn't a war crime, and when it is.
If you do it just because, to harass a country, then it's a war crime.
If it affects a lot of civilians, and you're trying to inflict damage on them, and suffering, then it's a war crime.
NATO constantly stressed and made sure the damage wasn't going to destroy their electrical grid.
Also you can find articles from last year when Russia was doing this. So this isn't a first time thing. But a sustained thing.
One that maybe doesn't have any military advantage, which would make it a war crime.
That's for experts to decide eventually.

By that logic killing a food production facility, hospital that treats soldiers, bombing a university that produces professionals who treat soldiers are all dual use targets. Its a war crime but I guess Russia decided to go against the rules since the US never abides by the rules
In Libya the US bombed, water treatment plants, electrical generating plant, hospitals, sewer systems, water treatment plants etc because they made the correct claim that those were dual use targets.

In that quote it was for a few hours, and the hospitals and other such had back up generators and hadn't been targeted. The country hadn't been deprived of resources ect. And it was still controversial.
The few hours is important. NATO didn't try to destroy the critical infrastructure.
Russia is. It's trying to shut it down permanently. Or for longer. Which puts civilians in great danger. The intent could also be to cause civilian suffering.

This 30% bleed through rate suggests that in that time and place Ukraine did not have sufficient defenses in place. With full coverage, a 10% rate or less can be expected. Interception of 70% of incoming missiles is still good but not good enough.

EU and USA are holding more than $300 billions of Russian's money, which can be used to cover those expenses. Anyway, defense budget in many countries increased to 2% of GDP, which is way more expensive than some credits to Ukraine, which Russia will pay back anyway.

I’m 72 years old. My mom was working as a woman employed in the war effort. My dad was an army guy, involved in the fight against fascism. My folks were smart but they weren’t “educated.” I chose people with common sense intelligence over people who can’t find their way out of a paper bag.
