If you get a selfdriving car you have to accept TOS making you liable during any incident that happens if the car were to get into an accident, as long as its not a system malfunction.

That's just a concept car. They never make them the way you see them. It's just to show you what could me made. Not every feature is usefull for every day driving. They only take a few of the features and use them in the models they mass produce. The best features get used in the mor expensive models i guess.
