What I usually do is just demolish some church to build second school in my capital region (and then get a few more schools once I conquer some new lands with more slots, one school per region is usually safe, unless that region has -30 resistance). Once I get 2 techs researched or traded for petty cash, AIs will mostly be willing to trade 2-for-1 (later 3-for-1 or 4-for-1, but at that point you'll have huge lead), or that plus a small bit of cash. Then I trade my techs to minors for some petty cash. I usually have a paper list of who got which tradeable techs, so I can do it really quickly every turn. That idea with offering military access is interesting, somehow I never tried that in all my years playing Empire. Declaring so many wars just for a few techs feels so weird. You'll have a few more wars for actual conquering as well. And AI in Empire is so damn hard to peace out. So with this method you start at war with half the map turn 1, and all you did what get a few key techs a bit earlier. You'll have fewer tech trading partners, so you probably screw your tech progress this way. Other than Canister Shot, I'm not sure it's really worth it, and you can get them all a few turns later anyway.
I think what your asking is using a gentleman you can send him to other nations universities and select the option to steal tech. It has a low percentage chance of success. If you fail it kicks you out of the university and next turn you can re-enter and try again. It mostly works when you are behind other nations in the tech game. Honestly I have better luck just trading for it.

You can only have one of the highest level universities. If you have gained a region that already has one then that would count as your one.
No, you can have more but only in your home/capital region
I would never declare a war just to get some minor tech I can research myself in a short time.
