Hard to say here as I would have to see you but I would say a shorter jacket would be beneficial to increase the leg length and give the illusion of height.

It feels comfortable for the back but feels a little long in the front. I can wear a 28" but doesn't cover my backside fully (almost, do-able); the front feels comfortable with the 28". Proportionally, the 28" looks better from the front and side but not the back. A 27½" feels and appears short to me. I can wear a 28" for a sport coat and feels ok and appears to cover most of me. As for a suit it seems a 28¼" or a 28¾" can work but not desirable. I would rather wear a length of 29" for a suit jacket. As mentioned before, I am 5'7" but if I sit next to someone who is 6'2" or even up to 6'4", I am at equal height or taller when we are seated. Would you still recommend the Short instead of the Regular?
Because of the high waisted trousers, I want the length of the jacket a bit longer just for the balance and button stance to be equal, if it makes sense
