I found by charging my focus to max as I'm running in was the best start, he's stunned, then hit him with Wight move and then immobilize him, use pluck of many and then transform and overwhelm him with damage. Wait for his shock pulse move and run to the rock. Wait and charge your focus back up and as soon as he finishes charge back in and hit with the heavy attack.
For anyone struggling with the incredibly poor game design of the shock rings and have no rocks to stand on, try running to the far end of wherever he is when he does that and jump over the first then dodge left or right on the second wave. I’ve found that you can recover from that more quickly. Don’t roll forward into it.
Yes last tip save me... and my controller before I threw it against the wall in a rage. Worst of all is the input lag between jumps - after landing you have to wait about 1s to jump again, incredibly annoying. I don't know if this is intentional or overlooked.

He kept destroying the rocks anyway so I learned the rythm of the lightning rings (usually it’s jump-jump-roll) 😅 the worst move he does is when he sucks you in with wind then explode in lightning
You left out one of his most irritating atttacks (because I seem to get it quite often), the one where he creates a sandstorm around him which limits visibility and prevents you from putting distance between you and him, then creates a powerful shock.
