    On July 14, 2023, the Campbell police chief responded to a call about a woman refusing to leave in La Crosse, WI. She had caused a disturbance at her cousin's house and later at a local business. Earlier that day, the police chief encountered the woman outside the Town Hall, exhibiting odd behavior. It was discovered the chief had to deal with her on four separate occasions that day.

    When we still had mental hospitals in this country, they could have placed her in a residential facility and gotten her the help she needs. Instead, people like Melissa end up getting arrested over and over again for causing a disturbance. That ties up our police officers and our court systems with hundreds, if not thousands, of nuisance cases every day. She really doesn’t belong in jail but there’s no other place to take her.

      We still have plenty of mental hospitals - just expensive private ones. The state/public facilities are underfunded and under-staffed and there aren’t enough of them.

    Never forget that from 1960-1980 we closed virtually all of our mental hospitals in favor of "community care". 25-50% of the homeless population in a given city has psychiatric disability. We have forced police, prisons and nursing homes to be out mental health services. Shame.

      Then they got rid of the community care… when was the last time you heard of a new public housing complex, or community health centre? The police are le last line of defence, so never got the cuts that everyone else did, and stuff has fallen to them. It’s colossally short-sighted.

      It’s not a matter of whether or not she wants to be there or not, but she has to go somewhere and to be treated, continuously. She cannot walk around aimlessly moving in and out of lucidity, and be expected to always be safe. It is unfortunate, but it is necessary.

We have a few in this state, but our immediate region has only a few hospitals with ability for 72 hour hold, and only one hospital designed for longer-term inpatient care. And trying to get one of those beds is like pulling hen's teeth. And @danduntz already hit on the "she wants to" issue. There are plenty of mentally ill who have no idea just how sick they are--that is a facet of the illness itself.

      I know this because this is Psych-Social 101I'm sure you looked this up before calling me out, but since you asked. She went to jail and was evaluated for acute and chronic health issues. She was discharged. In Wisconsin the jail that held her falls under the EMPALA law. Violation of this can be $100,000 for the first offense, as well as loss of Medicare reimbursement. It would not shut down the Jail, but the health care aspect would be actionable. So, we know that she was evaluated and was not committable. The Jail is required to provide resources available. Since medical did provide her care, it would be an EMPALA violation not to offer or provide care equal or greater than the care she was provided. This is done to ensure nobody gets kicked to the curb. Her is a link for Lacrosse acute and chronic facilities and agencies. Since this would be voluntary all she has to do is show up.     "The turtles want to be left alone." had me laugh out loud. The fact that this woman is in desperate need of mental health care is sad. If only mental health was as "main stream" as cancer people like this would get all the help they need. As a person who has struggled with severe depression, panic and anxiety for almost 30 yrs, getting help especially with no insurance is a major struggle. We're dispensable.       Depends, patience isn't dictated by gender as much as you'd think. Men are more prone to anger, but also stoicism. Women are naturally more caring and compassionate but are built to be stern in the right situations in order to protect/teach her children. Long story short, they're about the same, if not women being more patient.

      My next door neighbor has a 19 year old son with severe autism. Day and night he pounds on the walls. He has broken out numerous windows which are now boarded up. His speech is mainly loud grunts. As he ages he has become stronger. One time he got out the front door with nothing on below the waist and no telling how far he would have gotten if the mailman hadn't been there. His mother was sitting in her car one day and told me she didn't want to go into her house. No family or friends ever visit. I feel sad for them all. Children don't ask to be born with disabilities. Prayers said for you to keep strong for your little girl.

      I so understand your worries. My youngest grandson has Asperger’s. Which is the highest form of Autism. He graduated from high school one year ago. Smart as Einstein. For sure smarter than grandma here. When he was younger I would ask him trivia questions thinking I would teach him something. He knew everything. I gave up. 😂 My daughter, son- in- law. His brothers and myself worked very hard with him. You would never know he had autism unless he had a meltdown. And then he would have got physical a few times at school. As he got into high school years my daughter and I were stressed. When they turn 18 they can be arrested. When he had meltdowns when angry he couldn’t control it. He himself asked my daughter to go see a counselor and a doctor. He didn’t want to be that way. They got him on medication. The teachers said he is an awesome young adult . He now is in college. Has a high interest in meteorology. My other grandsons would make sure everything is fine with him if my daughter wasn’t around anymore. I’m not sure how severe your daughter is. But this is proof that there is hope. It takes a village to raise them. Lots of love and hard work. Good luck with your future.

      It would be helpful to the mentally ill to stop labeling every mental illness as "somewhere on the autism spectrum".
      I'm sure the people dealing with autism would rather not be lumped in with paranoid schizophrenics as well.

    I’m a retired RN who’s worked with psych patients. I remember when our local long term mental health facility closed down nearly 2 decades ago. The ER’s, jails and homeless shelters were flooded with people who needed care that those facilities weren’t capable of nor staffed for, to handle.
    The facility that was closed was a locked hospital…BUT it was like a community and so much better for these people. It had a barber shop, a little country store, a small movie theater/screening room, an arcade, a chapel and volunteers from the community would come in and teach classes and art. It wasn’t some dungeon. There were many patients who had been there for a decade or more, bc they simply couldn’t function in the outside world. They couldn’t comply with their treatment or meds. They had to have supervision.
    Closing that facility hurt so many and our community and many others continue to see the fallout from doing so. It angers me to no end that politicians who have absolutely NO healthcare experience are allowed to make decisions that drastically impact so many.
    Things will not get better until serious mental healthcare reform is put into place and new facilities are built and opened to assist and house these vulnerable people. It’s so sad.

      This lady cop has the patience of a saint. She is clearly just doing her job, but sometimes a detainee such as Melissa would really try a cop's last nerve. But she really was good with Melissa who obviously needs help, more help than a jailhouse. I feel very sorry for Melissa and wonder what will become of her.

      @@nevermind5321she definitely could’ve arrested her like 10x over while she sat there and went back and forth with her about the trees being green like the grass and the water appearing blue like the sky. This woman literally had to talk to another grown lady like she was speaking to a child for several minutes, several times within 24 hours. This officer isn’t a psychiatrist or a therapist. She has to maintain some level of authority in her tone. I’d say she did a great job restraining herself and controlling her level of irritation that is rightfully there. She has a job to do though and she did it flawlessly.

      Let’s just remember that the officer was moving someone to another place where she could continue to suffer mental health issues. She was not HELPING Melissa at all. She is suffering a severe mental health episode NOT acting like an idiot or drunk etc.
      It’s like dealing with a cancer patient and telling her to ‘move on’ as she’s crying in pain too loudly!

She is a drain on the system and everyone she comes in contact with. I can’t imagine being stuck in a room with her and her endless rambling and questions. She should be forcefully medicated to make her not as much of a nightmare and if she refuses treatment this is a prime example of why lock down mental hospitals need to be reopened and if she and others cant be a member of society and not a drain on the system or causing damage to property then she gets locked up. He had a breakdown at work and drank like 10?(slight exaggeration) energy drinks at once. When he got to the hospital, the Judge forced him to take a medicine or go to jail in order to go to the behavioral health ward.

    I used to live a transient lifestyle back in my 20's and hitch hiked around for a while and I ran into so many folks like this lady. I always did everything I could to help them when I was able to, but a majority of the homeless population suffers from severe mental illness like this because their families weren't able to help them and shut them out. It truly is heartbreaking and effects so many people and is one of the most overlooked issues in our country. Most of these people aren't able to function normally and society seems to hold that against them the most, because if it was otherwise, they wouldn't be homeless. Instead we praise wealth and measure our successes by our short-sighted gains and tell ourselves that we're that much better than those people and that we could never be in their situation because we have everything figured out. To be sound of mind is a privilege that many take for granted without realizing it until we witness someone who isn't. And only then are we humbled enough to appreciate our own sanity.

      I can assure you she has been assessed 1000 times. I have worked as an RN in the jail & substance abuse facilities side by side with the clinicians. You can set up all the help they could possibly need but once they are released & there is no1 "making" them do anything, they are free to be irrational. Imagine being a nurse trying to go to a client's house to ensure they are taking their meds & they tell you f*ck you & these meds. They are free to accept or refuse help unless they commit a crime. Then you have the crazy that knows how to beat the system by saying everything right to get out of the short term commitments, only to go back into society & bring more havoc. It's a never-ending cycle. And the only way some will get close to resources (which by the way there are many) is for them to be arrested. They aren't able to keep appointments so the services may be cut off. It's terrible....SMH, so frustrating!

      If she is like this now and not always it means she's off her antipsychotics and if it keeps happening a judge will Jarvis order her which means if refused a ball of the med it injected into the thigh which releases gradually over months. Likely this is the case if poof she stopped doing this after jail/hospital

      😊Thank you for not blaming the police as they tried alot with Melissa. Its sad there isnt somewhere else to take her for help that she needs. Maybe they can find somewhere that has the $, and room and help she needs. I thought maybe the county? But Ive also heard that people have to continue to take medication if needed and it seems like she has family, different members like her aunt, that have tried to help her. Probably tried to ger her to keep doing what the Drs ask of her to help her. It sad. What is the solution if they have the right to say no?

      We do have mental health facilities in this country. There are a number of them in the state that I live, including for inmates that need to be in one away from the general population. Some states do have drugs courts.

    This is just heartbreaking. She really needs to be supervised or have a caretaker, but I know how hard it can be to get one these days that will actually treat you like a human.     I've been a RN for 40 years. The amount of unruly patients I have dealt with is probably in the hundreds. Over the years many coworkers have complemented me on my patience. However, what police officers deal with is on a whole other level. The mental health system is broken. Instead of jail, it appears many of these people should be in psych care. God bless you for your patience. Considering the amount of psych cases, there should be an ambulance and crew specifically for mental health cases.

      because there's no place for that kind of help. Unless you're actively a danger to yourself or others you're on your own to deal with it. Mental health facilities don't provide care beyond "do you want to hurt yourself? no? ok you're free to go". Sanitariums really need to be re-opened with better funding and standards of care.

      You have to want the help or commit a serious crime that results in a conviction of "not guilty by reason of insanity" or some variation of that like "guilty but insane"(different states of have different rules with insanity pleas and stuff like that, some ban the insanity defense altogether) in order for them to keep a mentally ill person for long periods of time against their will. Why? Because even mentally ill people have rights under the American constitution.
      Otherwise, if you don't want the help and you aren't forced into a mental hospital for a long period of time, it just won't work unless you are complying with treatment. The problem with mental health is that people get to a point where they feel better and they feel like they don't need treatment anymore and so they stop taking their meds and then it could be 2 days or 2 months but before long they'll end up talking to the turtles again and the process repeats all over again.

Cold hearts simply arrest her, validate her persecution complex, and release her back into society to keep behaving this way.       She's mentally ill, she is not in touch with reality and it seems like she is getting worse and it seems there might not be any help for her. Is that funny to you?

    Read an article about this officer being involved in an accidental homicide back in 2011 while responding to a bar fight. The accident ultimately led to her firing as a deputy sheriff, even after being found not guilty.
    It's good to see her back in LE, especially after seeing how calm and professional she was with this person.

      So I went down a rabbit hole involving her history in law enforcement by pure chance, led me to finding a lot of discrepancies with Campbells Chief of Police from 2019-Present. Was an interesting read.

    That’s terrible. It’s obvious that she needs psychiatric treatment. They could have put her on a 72 hour hold and tried to get her medical attention. I know it’s odd watching her. Some might even be laughing but this is a serious flaw in our system. My brother in law had bi polar and schizophrenia. It saddens me.

    I always back up the police. But, on this occasion I have to say. Technically she was leaving the boat area. There was a public street right in front of her. Had the officer let her keep walking a few more yards. She would have been on a public street. But, I'm sure they probably would have had another call about her
